Yes, but it's kind of binary. I think it should be reduced a bit rather than set to zero on armors. Also, when running EE raids at level (28+), the spell damage tends to ramp up quite a lot (3000-4000 damage in DoJ end fight bombardment).
But didn't ya notice how very little damage peeps get when they run EE content on their level 28? Last time I ran various quests on EE and we had so little damage income from spells.. it was hilarous
@Yoki - I'm a bit discontent with MRR being removed from armor... it will mean that many builds will have to yet again need to start splashing with monk/rogue.
